Well, survey fatigue, apathy, and cynicism all contribute.<\/p>\n<div class=\"div-minispacer\"><\/div>\n<p>Your goal should be to build trust with key stakeholders and a survey is your tool to accomplish this. A good survey is a dialogue, a conversation that develops with each question creating expectations. The survey administrator must anticipate concerns, and set and manage expectations. Let\u2019s look at an example:&nbsp;<\/p>\n<div class=\"div-minispacer\"><\/div>\n<p><strong>Weak survey question<\/strong>:<\/p>\n<p>\u201cDo you support continuing Program X?\u201d<\/p>\n<div class=\"div-minispacer\"><\/div>\n<p><strong>Stakeholders with an already skewed perception<\/strong>:<\/p>\n<p>\u201cThey\u2019ll discontinue Program X if a majority votes against it.\u201d<\/p>\n<div class=\"div-minispacer\"><\/div>\n<p>\u201cThey never listen to what we say in those surveys.\u201d<\/p>\n<div class=\"div-minispacer\"><\/div>\n<p><strong>Build trust instead by asking<\/strong>:<\/p>\n<p>\u201cProgram X was funded by a grant which runs out next year. The program can continue only if we can find additional funds which we are actively seeking.
