School choice keeps expanding. Since 2021, 18 states have adopted universal or near-universal choice programs, and another 16 have passed more limited versions. At the same time, pandemic relief money is drying\u00a0up,\u00a0and state and local budgets are tightening.\u00a0We surveyed 534 families with K-12 students across the country and asked what shapes\u00a0their\u00a0decision to stay or\u00a0withdraw their\u00a0students\u00a0from their current school district.\u00a0\u00a0We found that overall families in their assigned\/zoned public school district are less likely to look for other schooling options compared to other school types. Moreover,\u00a0families’\u00a0decisions to stay or leave a district were more strongly tied to relational factors that academic quality.<\/p>\n

Public Districts are Not Losing\u00a0the\u00a0Retention Battle<\/h2>\n
<\/div>\n

When we asked families how seriously they considered enrolling their child somewhere new in the past year, 53%\u00a0said they had not looked at all. Among families in their assigned public district, that figure climbs to\u00a063%,\u00a0roughly 20\u00a0points higher than any other school type.<\/p>\n

Only 6%\u00a0of assigned public district families fall into the at-risk band, meaning they either applied to an alternative or already decided to leave. That is the lowest at-risk share in the study.<\/p>\n

The real work is spotting the smaller wavering group early, before consideration hardens into a decision.

What Gets Families\u00a0in\u00a0the\u00a0Door Is Not What Keeps Them There<\/h2>\n
<\/div>\n

When we asked about the top factors behind the original enrollment choice,\u00a0convenience and flexibility came first at 51%, followed by\u00a0academic\u00a0reputation at\u00a035%\u00a0and cost at 34%. Safety and simply being the assigned school rounded out the\u00a0top 5\u00a0list.<\/p>\n

That\u00a0goes to show\u00a0how families choose a\u00a0school,\u00a0but\u00a0not why they stay.\u00a0Because\u00a0when we asked what matters most in judging whether a school is the right fit, a safe environment, support for individual learning, and\u00a0strong communication\u00a0each mattered to 88%\u00a0of families. Among these top three, safety was the top priority, with 68%\u00a0saying it was\u00a0very important.<\/p>\n

Here is the practical version.\u00a0Convenience and academics get a family through the door. Safety, communication, and\u00a0individual learning support\u00a0are what\u00a0keeps\u00a0them from walking back out.<\/p>\n

Academics will and should always be a Districts\u00a0first\u00a0priority\u00a0but results reinforce the importance of strong safety and communication practices.\u00a0\u00a0When families feel unheard or unsafe, the academic gains a\u00a0district that\u00a0works hard to produce can go unnoticed.

What Makes Families Look Is Not What Makes Them Leave<\/h2>\n
<\/div>\n

The reasons families start looking around are not the same reasons they finally leave.<\/p>\n

<\/div>\n

Among families exploring other options, the top drivers were\u00a0concerned\u00a0about academic quality (32%), class sizes (29%), safety (27%), and school climate or bullying (27%). No single reason\u00a0dominates and\u00a0taken\u00a0together;\u00a0relational factors outweigh academic ones.<\/p>\n

Among families who already decided to leave, the top reasons were situational: a specific incident at school (42%), concerns about school climate (37%), and family relocation (32%). Wavering academic quality may make a family start looking. A negative\u00a0perception\u00a0of school climate, or a negative incident at school, is what pushes them out the door.<\/p>\n

Some Families Are Already Shopping\u00a0for\u00a0the Exits<\/h2>\n
<\/div>\n

Families whose children are in English Language Learner programs were the most likely to be looking elsewhere. Only 28%\u00a0said they were not considering another school at all, the lowest of any subgroup, and 15% had\u00a0already applied to or chosen an alternative.

<\/div>\n

The likely reason sits in how these families view leadership. One in five ELL families disagreed that school leadership makes decisions in the best interest of all students, far more than any other group.<\/p>\n

<\/div>\n

The fix starts with\u00a0establishing\u00a0consistent and transparent feedback loops. That means providing opportunities for family input and communicating back in a language and format that is accessible to them.\u00a0The same principle applies to any subgroup that feels overlooked.<\/p>\n

Why The School Choice Threat\u00a0is Smaller Than\u00a0it Looks, For Now<\/h2>\n
<\/div>\n

In states with universal choice, only\u00a036%\u00a0of families said public funding had meaningfully expanded their options. Nearly half said their family does not receive public funding at all.<\/p>\n

Even among families considering another district, 87%\u00a0are exploring options that do not require opting into a private or religious school. 39%\u00a0considered another public district, 29%\u00a0homeschool, 25%\u00a0online schooling, 16%\u00a0private-religious schools, and 14%\u00a0private non-religious schools.<\/p>\n

Choosing a voucher is a deliberate and often time-consuming decision, and most families in choice states have not taken advantage of these options yet. That gives districts time to strengthen\u00a0retention\u00a0weak spots before more families do.<\/p>\n
